(1) Any government office shall obtain a bank guarantee in accordance with this regulation when making submissions to any person, firm, company or organization for the purchase of goods, provision of services or construction work.
(2) In the acknowledgment of the contract that the payment must be made, if the work is not completed within the specified period and the payment remains outstanding, it must be mentioned in the terms of the acknowledgment that the principal and interest must be paid at the rate of ten percent per annum from the date the payment is overdue.
(3) No advance should be given until the end of the current financial year, except for the advance given as per the terms of the acknowledgment and the advance given for the purpose of the visit. If there are no special circumstances, a decision can be made by a higher official.
